Strange looting details coming out of Baton Rouge

So they just stole them to cut the cords? Got word that law enforcement was coming after them and just threw them out?
Stole them just to deprive someone they didn't like of AC?

That was my first thought, but still doesn't explain the cord unless they cut it as hey stole from the outside.
