Seagal was a semi-legit aikido master, though the legitness of aikido is questinable.

I watched an interview with JCVD on Carson where he said he learned martial arts because he wanted to be an action film star. He may have sparred, but most adult classes have sparring.

Regardless, he was involved in live karate competitions and kickboxing competitions (although I'm not sure if they were full contact or light contact)
Seagall married an Aikido Masters Daughter and participated in dead aikido demos.

He taught some at his wife's father's dojo that was and is still owned by his ex-wife.

Lyoto Machida grew up in karate and knew how to throw a front kick....its known that Machida was just being nice and did not want to call Seagal out for his lie.

Yeah, the truth of it is that all three of them have legit martial arts abilities. But JCVD and Seagall have both allowed themselves to become parodies in their acting careers and Norris didn't do himself any favors with his TV choices either.
JCVD participated in a highly organized sport-like arena.
Seagall participated in an older somewhat dated form that specialized in disarming and throwing.
Norris seems to have the longest list of credentials in a broad swath of different styles.
In their prime, I wouldn't want to have pissed any of them off, but I give Norris the nod as probably having been the best overall fighter.
I think Norris and JCVD have both kept themselves in pretty good shape for their ages, while Seagall has let himself go. However, Seagall fighting style doesn't require you to be in particularly good shape, so he could probably still kick most of the OT's asses.
