Compared to Tenn and NC, yes it is laughable.
Yeah, you can hike in any park, but the quality is different in mountain ranges or your top national parks.
SC is not great, but in the northwest part of the state it offers some decent quality.

The area southwest of Clemson is absolutely gorgeous. There is a town called Longcreek which hosts several rafting companies on the Chattooga, while very small, is quite breathtaking.

As far as the OP question there's Cali in tier 1 alone.

Hunting and fishing in Michigan is excellent to say the least. However, NC and VA have better beaches and mountains than Michigan. NC and VA also have four full seasons.

You've got fishing on the Gulf Coast along with some decent beaches farther south, beautiful Hill Country for hiking, fishing and river floating, and mountains in West Texas with a great national park in Big Bend.

You're out of your mind if you don't put Wyoming and Utah in tier 1. I just spent 4 weeks in those two states and they're among the top 5 I've ever been to because of their outdoor activities.
