It was protesting before government action took place. It's proactive protesting to achieve a better outcome.

Do we protest Obamacare before it's enacted? Or do we wait to read the bill and find out exactly how bad it is?

If someone wanted to protest to ensure that justice was served and now says, "Ok, a lot of my questions are answered. I'll wait to hear the next report." Is that stupid? I don't think so.
