So Baton Rouge and new orkeans are majority black.

Black mayors, black police chiefs, black judges, democrat judges.

Only black people can be racist in Baton Rouge and New Orleans.

Pretty sure #2 was brought up because that sack of shite was in danger of not even being a councilman due to residency issues IIRC.

How can you dilute the unincorporated parts of EBR? We are not part of anything except the parish, and the state.

I think he used incorporate when he meant annex. Basically he is saying that the city of BR can’t annex parts of St. George because it would dilute the minority population.

I've never heard of the principle of non-dilution of minority voted strength applies outside of drawing district line within a political entity (town, city, state, school district). Applying the concept to the formation of a city is a huge stretch. By that argument, you could claim that any city that is majority white could be dissolved if there is a nearby minority population.

I want to say it is because the area is under restrictions from the Voter Rights Act of the 60s.

Any area which was named in the act and not yet released from it is hamstrung on a lot of actions it can do with regards to voting such as purging rolls.

They already are by EBRPSS, who is refusing to put any new schools in the St. George area. Woodlawn High is about 300 students over capacity. They are holding classes in closets and teachers lounges, and they are usually over fire code.
