I got one for doing 32 in a 20 school zone during a break and the school was closed and the lights where off. I submitted dash cam evidence, with gps and time stamp, I submitted info showing schools in parish were out.
Months and months went by, my fine kept going up. So I contact them again and they said they needed me to resubmit the info. I said "F that" and changed the Saints plate to a Pelican plate. A few bucks at the dmv and no wait.

If there was no damaged boot to be found, couldn't you claim you weren't booted in the first place? Popo must have documented something wrong

The vehicles are now marked NOPD cars. Prior to the last legislative session, they were white Taurus I believe, with only the public license plates. Now they're still Tauruses but with full NOPD livery on them, plus the public license plate AND they have to have a warning sign so far from the back of the car. Same in Westwego. They now have the trailers, as well as little Ford SUVs, but with a warning sign so far from the vehicle.

Napoleon's Itch, do you think this would work for alternate cities? I currently have about $150 CAD toll tickets from Toronto and $300 in red light camera tickets from Lombard, IL all attached to my current license plate.

New Orleans is known for having issues with school zone lights and camera tickets during non school times. You can google and find some articles. I got one in a school zone last June when school was out. Called the city and reported the faulty light. They gave me a report number. I then emailed that to the AZ company and advising that school had been out for weeks. They sent me a dismissal in short order. I don't know if making the report and getting a report number was necessary. It was just something someone else had done in the same situation, successfully.

It should work presumably, as your car won't be associated with the plate number anymore.
I got notices for a few years from a city of New Orleans parking ticket for a plate I had cancelled when sold the car 3+ years prior. As long as your car is tied to the new clean plate, I don't see why the switch wouldn't work. You might get notices, but they're tied to the cancelled or "missing" plate.
You avoid the real problem of getting booted with the new plate.

Ditch the license plate and claim it was stolen. Get a new one. It's cheaper than the ticket, and no question of getting booted, or just sell the car.
