Musk does a great job of taking stupid insane amounts of government cash and being more efficent / effective with that cash than the government would be if they did it themselves.

One of the main reasons that SpaceX won the lunar lander contract, aside from being the most capable model put forth, was that SpaceX didn’t add R&D cost into the price making them by far the cheapest.

He thinks he can get that back with private sector billings.
It's not a bad strategy if there is enough private sector business to be had.
