My buddy has a house in Wilshire heights that has a 2 car garage in the back with a 1 car driveway leading up 
2 bed 2 bath with a den that we turned into a bar. Tons of houses in the area have been rebuilt though.

I'm sure the owners of those tiny, old houses in Southdowns just hate that their home values are around $200/sf now.

It’s happening all over town . The neighborhood is desirable and people want the square footage . Neighborhoods like Inniswold and Bocage, where people have big lots can avoid it for the most part , but if lot sizes are small it’s going to happen.

How much does the actual house cost to build? What are they profiting after its all said and done?

Not much because at the finishes they’re putting in it’s going to be $140+ psf on the construction.

Those are not townhouses, unfortunately. I've been in one, fully separate houses where you can see directly into your neighbors window.

most of the houses have a fence around them

The only restrictions are zoning, and that would only come into play with some type of multifamily housing, and the city/parish building codes. There are no deed restrictions, or HOAs in that neighborhood which is the way it should be in my opinion.
