What kind of totalitarian state requires one to get their boat inspected before it goes in a lake.

Often it occurs to protect the lake from invasive species although I don’t think that’s the reasoning behind this occurrence.

Here’s a quote from Glacier National Park:

AIS can come in many other forms including other animals such as zebra and quagga mussels, plants such as Eurasian watermilfoil, or pathogens such as whirling disease. These species can hitch a ride on any equipment--boats, trailers, and float tubes, as well as on waders and wading boots. AIS have devastating impacts on native aquatic ecosystems.

Those that don't want invasive species destroying their lakes because people can't be bothered to dry their bilge.

This is the answer. We have Quagga mussel inspection stations all over this state and we are mostly desert.
