Civics are notorious for the compressor clutch going out. Enjoy the $2500 bill.

I'll never own another civic.

Blower probably caught up. Turn the fan setting on high and hit far under the passenger dash straight up pretty hard a couple quick times. It’ll jump start it. Can usually last awhile. Sometimes on high and a really bumpy street works as well. I’ve been waiting for this technique to stop working for about 2 years before I put money into it.

It could be a compressor issue, but it could also be an electrical issue...I had my compressor short out a few years ago and just jumped it and it started working again.

The way your complaint is worded is that your son's blower motor is not operating when you turn the fan speed switch on with a/c OR the heater. Good chance the blower motor OR the blower resistor(possibly titled "control unit") is bad. It needs to be properly diagnosed to determine which.
Now,if the complaint is actually that your son's a/c does not blow cold air than that is an entirely different matter. Proper diagnosis is essential in either case. Good luck with it.

He says that it is working intermittently...I believe it heats and cools fine...He said that it it will blow fine sometimes and other times, will not blow.

High probability(not possibility) is the blower motor is worn out and he is experiencing a "warning" prior to final failure. I think the commutator as well as the brushes are finished with their useful lives. The repair is blower motor replacement.
The difficult part for a tech(mechanic) is having it in failed condition. "Failed" is the absolute best condition to diagnose these intermittent failures.

If it heats and cools fine, and works intermittently, it is likely the resistor. Buy the part and swap it out. It will be a couple screws that hold it in and a connector plug that you have to take off and reinstall. That’s much cheaper than taking it to a shop. Probably in the $20-$40 range. If it’s the blower itself, it could be a pain in the arse to get to, this needing a shop to do it. But start with the resistor.

I forgot to mention that intermittent failure takes resistor off of the list of replacement candidates. I don't know everything about car repair; however, I've made my living repairing them for 40 yrs(1980-2020). This is a "textbook blower motor failure on an intermittent basis" case.
