Something is seriously wrong in Houston. Mayor is shutting off gas to certain parts city

Finally got a hotel room and they just called up and the mayor is shutting off gas to sectors of city causing the hotel to lose heating capabilities.

ETA: Oh and the mayor is shutting them down tomorrow and forcing everyone to leave

ETA: finally got some more information after the mayhem and cussing downstairs subsided. Note came from the mayors office that CenterPoint is limiting gas supply to locations once you use your allowance you are cut off.

Assuming he has a good reason (big assumption) how does he decide which sector goes without heat? Does he look at the past mayoral election results per precinct?

And it’ll only be worse in the future with the current administration wanting to shut down pipelines and their policies towards O&G industry

The Houston mayor doesn't make that decision. The power company contracts are not managed by the mayor. They have a transmission management center and they manage from their based on the state's requirements. Mayor's don't call the shots on who gets juice and who doesn't. That would be seriously stepping over the line.
