Not really near the tanks, maybe an optical illusion from the picture. In the video, you can see the fire is in a unit a good distance from the tanks. However, the article says it’s in a Polypropylene unit, which is in their chemical plant and would have some very flammable chemicals in the process.

Geez. The lady they are interviewing right now just said her brother called her to tell her he there was and explosion, he was trapped in a tank, and to tell his kids he loves them and the phone has now cut out. She can't get back in touch with him. Awful situation.

So he had his cellphone on him while he was in the unit and inside a tank? Not sure I buy that.

Depending on what it falls on and if the other equipment ruptures, then yes, potentially. I’m sure they’re in the process of shutting down the entire unit so hopefully they get enough of the material out of the unit before something like that could happen.

Not saying the story is true but not all plants have a no cell phone policy. Some even allow you to use them in the unit but you’re supposed to have an approved intrinsically safe case.

Even in the plants that have a cell phone policy they are sneaking in their apple watches. Some people are just dumb.
