Someone throwing garbage in ditch nearby

Some jerk has been throwing black garbage bags of trash in a ditch on a side street in our neighborhood. I think there might be some mail in there. Is it illegal for me to see the address on there and toss it back on their doorstep?

You'd have to prove beyond their mail being inside that it was their trash. But no, you wouldn't go to jail for that.
It's not worth it though.

Nope someone who doesn't want to pay for garbage pickup so they normally throw them in the work dumpster but they are not going to work would be my guess.
