Freak accidents can happen, but I'll just say that if you're close enough to get pushed underneath a float, then you're probably way to close to the float to begin with.

It's a loop hole in parade ordinance, I believe. City limits number of floats that can be in a parade and a tandem only counts as 1 float.
Allows for increases in krewe membership without technically increasing amount of floats in a parade.

Looks like the guy at the .15 mark is running to stop the driver or just running. Only thing telling from this video is everyone is looking up and the only people who knew what was going on are the 2 dudes yelling for help on the float.
