Some little brat punched my 13 month old daughter at daycare

Ok, so my little girl is 13 months and apparently she has a favorite toy at the daycare that she plays with all the time. She’s small for her age, and has 2 big brothers, so she’s already learning she has to be feisty around bigger kids.
Well things were all fine and good, except this older boy decided (as toddlers do) to take the toy away from her. She, being 13 months, did what she thought best and tried to take it back. He decided to swing at her and hit her right in the nose.
Now her dad has been throwing a temper tantrum about how my daughter is a bully at the daycare and I don’t know what to do. I think the older boy is 15 months, if that matters.

Is that a big deal? My son just turned 2 and I sign ~10 incident reports a week about my son either biting or being bitten/hitting or being hit.

Just laugh at the other parent, check his knuckles (if safe) then give him directions to the closest sonic.

Only the very young and very old have their ages constantly mentioned, often with precision.
If some kid writes a letter to the editor he signs it “Johnny Smith, age 9 1/2”. Some old fart will write in and note that they are 84. But no one writes in and bothers to mention if they are 32 or 48 or 54.
