So if one of the citizens that saw the shooter on the rooftop had a conceal and carry.....

And was able to make a preemptive strike on the shooter, would he/she be hailed as a hero, arrested for murder or both??

Metal detectors at all entrances. People who spotted him were on the other side of those metal detectors.
ETA: Also, it's called concealed carry, not "conceal and carry"

Probably would have gotten themselves shot by SS for shooting a firearm in the area.

You are taking a risk being shot by a sniper even approaching that dude. Tell LEO and get away. The citizens did their job. SS and LEO failed

You’d be wrong. The videos I have seen were in the shaded areas outside of the boundary next to the building shooter was on top of.

Honestly, as someone who conceal carries every day, it's a tough situation. I would think there are probably rules that state no conceal carry, even if it's legal. If not, I'd still think twice about carrying there. You know there are agents walking around the crowd who are trained to look for concealed weapons. I'd rather not take a bullet because they confuse me for an attacker.
Same for pulling a gun a shooting the shooter if I was carrying. There were enough police, security, SS officers...you shouldn't have to be the hero. If you pull your gun and shoot the shooter, you are going to have a 90% chance of getting shot yourself. They don't immediately know who is the good guy and who is the bad guy.
I would like to think I'd be much more proactive than the videos I saw. So many people pulling out their phone and videoing the guy vs. freaking out and warning everyone immediately.

So many secret service, local police and who knows what else they had on site. It would be hard to know if they are part of the protection I would think. You pull that out and you’re a dead duck.

That’s the main thing here. You might think he’s a bad guy & looks suspicious, but you don’t know. What if you shoot the guy & ends up that he was actually SS/LEO? Obviously we know now, but probably not obvious then

Correct. Whoever set the shooter up was surely keeping an eye on him. Most likely a SS agent. Definitely would have shot you.

Don't these type of events usually have snipers set up in different areas?Sure, the guy looked sketch and he should have been taken out prior.
But do you really want to risk shooting at a possible concealed SS sniper because you thought he looked sketch?
