Some places knowingly hire these kinds of people. It's idealistic altruistic of these companies. They get good PR and favors from gubment for this active effort in prisoner rehabilitation.

I worked with a guy that got busted for showing his manly bits a few different times.
He eventually got fired because of it.
I think the one that did him in at work eventually - he was sitting outside wearing some loose short shorts and no underwear and his little buddy was working on a tan as well.
Picture got snapped by someone who was shocked and poof empty desk.
Eventually another one happened and that got him put in jail.
