Steep enough that you can’t see stopped cars (or very slow moving) over the crest.
This is speculation, but I think it’s at an area that’s not easy to police from an LEO standpoint.

Happened to me once, dealership left the oil cap off after an oil change, oil bubbles out and landed on the exhaust manifold, I pulled over as soon as I saw smoke and avoided a major catastrophe, cost the dealership a hood liner, some wires, and a car rental, cost me an oil cap at autozone and a quart of oil

It really could happen to anyone. I've had 3 cars catch on fire and I'm pretty good with keeping up maintenance. Luckily it only happened to me once in heavy traffic.
