I use the 0.1 percent because it gives perspective of how low the chances are. Sure, its not exact because we don't have a long enough time frame, but the chances are still very low.
My point is, we cant go and abandon entire cities because of one natural disaster. Sure, there are areas where we know they are at higher risk, but I wouldn't consider AP & LP high risk.
At what point do we justify spending X amount of dollars to mitigate losses when the chances of this happening again (even if its higher than 0.1) are extremely small.

Any idea how that compares to the federal flood insurance?
As far as the chances of a rain event the magnitude of this one happening again--no one really knows if and when it will happen again. As someone said, we could get 50 inches next week. There is no way to know.
So, do you abandon an entire area for that reason? That's not only unrealistic, but unlikely to happen as well.
Sure, you could pick up and move, but most people won't do that because of family ties.

Now that I think about this idea more--it can be cost efficient. How about putting Tugboats side by side every 1/4 of a mile on the Amite & Manchac Rivers and anchor them in place. Then when the rain comes down they go full throttle and push the water down stream.
Thus Chad's incredible jet propulsion idea in a modified format could work. These Tug boats would need to be strategically placed on those rivers so when the unexpected rain event does hit they are already in place.
