Should people who blast their music in public places be kicked in the genitals?

I say yes. Put them into stocks
I was working this morning, minding my own business, when the awful sound of stank booty, window rattling bass shattered the relative peace. And this was not even the better side of 8.
I expected it to be some hooptie, rolling through with their cacophony, bringing misery like some sort of bizarro ice cream van.
But this noise did not relent. It got louder. It persisted. Then it stopped. Then another "song" came on, and I decided to located the offending source.
Right now, you probably have an image in your head. A "usual suspect", as did I.
I was wrong. No, this illegally parked offender was far worse.
A cracker. A vile, vibrating honkey. A peace-shattering peckerwood. Mr. tasteless-in-a-Tesla sat there, windows down, like a common street thug. Jibber-jawing away while patrons walked by and shook their heads in disgust.
What drives people to do this? To needlessly annoy and harass people with their (almost always awful) choices of music? It's as if they do it to be intentionally antagonistic to the world at large.
It should be legal to smack them in the head with a shovel.
Why do people think this stuff is acceptable?
What should we be able to do about these menaces?

I love when they pull up at the convenient store, music blaring....MF this, MF that with small children around. Proceed to exit the vehicle and their pants are falling down

I don't care what other people listen to, but they could at least roll their windows up and keep it to themselves. I appreciate their willingness to 'share', but no thank you. I don't crank up my Beethoven Moonlight Sonata, or Sarah Brightman, and inflict it on the general public.

I was on an airport shuttle from the rental dropoff to LAX at 6:30 am and a non-bowler across from me was blaring NBA highlights on his phone. The entire bus wanted to strangle him but his woman was right next to him with her phone out waiting to record us and call us racist.

I guess sneak a pic, sneak away without being noticed then spend 20 minutes editing just the right prose to post. You had your shot at 'doing something' and tucked tail.

I actually walked up to him and shouted at him to turn his music down and he just kind of stammered and blabbered then drove off, chief.

A few months ago an Amazon driver had explicit filth flarn filth blaring so loud you could hear everything...
I was about to go for a run and I started yelling at him to get some earbuds or turn that shite down... He gave me the stink eye and when I got closer I told him "dude I got Kendrick Lamar playing, but no one needs to hear that shite!"
He was dumbfounded. Some middle age Darren dropped a Kendrick Lamar reference.
