Definitely. Talk to him on the side one day and just let him know what you saw, your concern, and leave it at that.
Thats what friends are for, especially when you have kids.

Yeah, there are too many details to this story that the OP is neglecting. Is she mentally handicapped? If not, it sounds like high school boys trying to have sex with a high school girl. It's nothing to go nuts over.

This thread makes it pretty apparent who has kids, and/or is often around kids.
OP, I'd definitely appreciate someone speaking up. If it was enough that you felt the need to step in, it was probably well wrote mentioning.
As far as her being handicapped, it's possible, but not required for her to be socially/sexually immature. There's a very big difference in social development between kids ages 12-18. Some girls are truly naive and don't necessarily see young boys as the sexual vultures they are. Girls like this do need some protection and guidance.

You sound creepy, and I would kick your arse if I found you near my daughter.

She sounds hot and easy. How long til she turns 18? Just curious.

Agreed.
How physically developed are we talking here?

At church just now my 4 YO kissed one of my best friend's daughter about 4 times on the lips. She initiated.
You bet your butt I'm telling him.

Does the girl have a developmental problem that prevents her from realizing something is wrong before the wrong happens?

Are these guys just flirting with her? That's normal to do when the dad and brother aren't around. Or are they groping her? And what's the OP's business in all of this? Why can't he just mention something to the girl?
What a crappy thread.

Have you ever posted under the user name Acreboy?

She probably already told the dad what a creep he was being. Cops may have been contacted as well.
Just wanted you to know that this made me laugh for almost a minute.

Also, you come off as seriously creepy for so astutely observing this, and also taking time to note that she's "physically developed".
It doesn't take any time to notice if someone is physically developed or not.

How dare you try to deprive teenage boys of a perfectly good potential slut. Would you appreciate some dickhead doing that to you back then?
