You are prolly right as to public schools. I never had to navigate that. My guess is that the OP doesn’t realize the Garden District is a distinct neighborhood well downriver from Tulane.

I have a place in Old Metairie off old Metairie Rd. 10 minutes to I 10 but miles away from Orlenas problems

So I assume you want a three bedroom house? Must also factor in our crazy homeowners insurance. Might be doable but will need a little luck. I am actually seeing one near me for 415k but I wouldn’t call that the norm.
Edit: I see several near me right now for about 500k - 550k. You can maybe make it work. Granted I don’t have the inspections or disclosures on these homes.

If you buy in NOLA, you’re volunteering to be a victim of at least property crimes that the NOPD won’t try to prevent or investigate, and the DA won’t prosecute. That impacts your insurance premiums.
And you’re putting your earnings at the mercy of marxists who’ll re-appraise your property, or have people who don’t pay property tax vote to have your taxes increased.

Live uptown if you can afford it. It has the best private schools in the state, amazing houses, great restaurants and bars, the real Mardi Gras parades, etc. You'll never be bored unlike living in some cookie cutter part of Metairie.

Old Arabi has some decent houses, but it would be a pain to commute to Tulane from there. I’d look at Old Jefferson or something like that. Some decent little neighborhoods there and easy access to Uptown. On his budget, finding a good place Uptown will be hard.

Look at English Turn in Algiers, you would still be in Orleans Parish, your commute would be right at 30 minutes to Tulane Medical Center at rush hour, less than 15 other times.
