Obviously the polices fault and yet another example of why Police have NO NEED for armored vehicles and heavy weapons. They should be out their in dress blues, ties, billy clubs and .38 six shooters. This guy was forced to this action by their aggressiveness.

Simple solution: take out his engine with a few rounds and after a couple hours of sitting in a parking lot in the Texas heat with no a/c he will be begging to surrender to the cops.
