It's because they all play a role in "oversight" of the airport. It's surrounded by Kenner, within Jefferson Parish, Levee Board has a say in some of It's land, and the runway extends into St. Charles Parish at the end. (And then there is the fact that it is a part of the city...)
The smart thing to do in cases like these is to make the airport and grounds its own entity with its own police force. But, yea, since when does Louisiana and New Orleans do the smart thing when it comes to political entities?

You could say the same for the DFW airport which extends into 4 city limits and 2 counties. But they make due with one police dept.
But, yeah, since when did S. Louisiana politics make any sense?

The city of New Orleans already has several law enforcement agencies that it operates. It probably doesn't need another.

I do keep a can by my bed for self-defense. Being able to shoot a stream of nastiness up to 20 feet could be handy against intruders (or officers, in this case).
