I always tell people in Houston, if you want to see pure gridlock because of poor road design, then drive in Baton Rouge. Most agree!

Better idea than having 60-70 mph interstate traffic have to slow down to 30-35 for a sharp curve in a high traffic area

Road closures and lane closures were from 9pm-5am. But they did work 24 hrs a day on 290 but most of the time not impeding traffic. You realize they signed a deadline in the contract and if not finished they get fined $35K per day.
