It was a "noose" that had been there for at least a year, and there were other "nooses" in other garages, too.
It sounds like to me the Birmingham FBI was doing everything it could to keep from saying outright that it wasn't a noose. Unfortunately, their ill conceived press release gave these frickers an out.
