After the huge cost overruns, in the billions,(Thank you Sarbanes Oxley) in the Motiva Port Arthur expansion, Shell and the Saudi's split the sheets in the USA.

I'm not sure that was the main driver of them splitting.

Shell is getting out of the fuel refinery business but keeping all their chemical plants.

MOC processes are deliberately slow

Yeah you don't want an MOC to get rubberstamped all the way through. There could be something to consider that an engineer doesn't necessarily take into consideration, whereas the guy who's been there for 30 years and has seen some shite could bring up.

Yeah but Shell goes to an extreme.
They will also engineer a damn low pressure waterline with the same DEPS and other crap as they would a high pressure high temperature line. It’s just the culture

One thing that makes Convent a good target is they have a ton of land all around it to allow for an expansion, etc

No surprise at all. Shell has been dumping refineries all over the place for the past few years.
What's strange with how this will all play out is that when that refinery was under the Motiva name, they spend a shitload of money running three piplelines to Norco with the intent of shutting down the Convent FCCU and sending feed to Norco.

When Shell took over full ownership, they decided to keep the Convent FCCU running.

I work for an engineering and construction consultant firm and we do a lot with Shell. They can be a pain in the arse. One minute they’re all in on expansions all over and once a third of the engineering is done they “defer” / cancel the projects. That’s millions and millions of dollars blown. Not surprised they are dumping Convent. They’ve been doing this globally for almost 6 years.

I am not sure Motiva wants that back they are looking at massive investments in Port Arthur.... to the tune of 9-10 billion... but anything is possible.

Did this to us in April. We bid a large building project right as COVID started and asked them more than once if this was backed and funded (so we know to spend time or not). Took a ton of resources and ten's of thousands to bid. Get an email three weeks after we all turn in the bid on a Sunday night at 11:20pm Saying it has been postponed due to COVID and don't call us we'll call you essentially. Marathon is even worse than Shell.

Part of it was to diversify. Harvey took them offline and they had nothing else.
