To the extent it draws gamblers from other jurisdictions, it's a net revenue positive. Money gambled by local citizens is just cannibilized from other local businesses. What you gain in casino taxes you lose from sales taxes.

Casino tax in LA is 21.5% of adjusted gaming revenues... i'e. gaming collections less winner payouts.

Sales tax is less than half of that.

I bet this is news to the gaming commission in MS because casinos only reported $645k in winnings (all combined) in MS for sports betting.
