Essential services?
Like utility companies, electric, water, gas, telecom, waste pickup, cell phone companies, banks, mail, courts, food production, supply chain personnel to get the food and drugs to pharmacies... The list goes on and on for essential personnel that basically society begins to shut down and will start exposing people to other risks without them functioning. The only things that can be shut down are entertainment for a short time. And that’s why most stated have resorted to that.

Why is San Francisco spending a gazillion dollars on the net around Golden Gate when they have such a big homeless problem?
