It was in LA but around 20 plus years ago. I thought that rule was changed sometime after he was charged for it.

Depends on what tier he is. Sex offenders are tiered by State Police not only on their charge but by the details of their case. Some are required to register yearly, others every quarter. When they move to a new area they are required to register with the local LE and send out mailers. They must do this every time they change address. If they are working in an area outside of the jurisdiction they are registered in ( Living in BR but work in Livingston) they must notify that jurisdiction as well that they will be in the area working. Each time they are due to re-register they are not required to send the mailers out again.

Very much so. They are required to have their sex offender ID on the at all times and have sex offender printed on their drivers license. They literally can not get away from it.
