It sure sounds like the cases are related. Strange that the heads haven't been identified.

I'm guessing the head was decomposed enough that those were the only 2 distinguishing characteristics. It's enough for someone to say "hey my friend that's missing had red hair and good teeth" and ID the victim.

True. Another serial killer is on the prowl. There are likely more victims to be found. As mentioned above, missing prostitutes don't get a lot of attention until their bodies, or parts of them, start turning up in numbers.
