Adding law-abiding into this is what throws off the percentage. Literally half of the world's population, about 4 billion people, live in shacks and poop in holes in the ground. That's an actual statistic. It's hard for that many people to live in that level of poverty and still be law-abiding. They would starve to death if they didn't break some laws every now and then just to get food and water.

Unless they are a sociopath or psychopath, most people probably at least have that intent or rationalize in their mind that they are doing what is expected of them.

I’d say 70% would fall under this category, though likely all of them struggle from time to time with doing the easy thing vs. the right thing. Another 29% want to live up to those ideals but don’t know how because they either weren’t taught or live a lifestyle that isn’t conducive to it because of various mental and emotional struggles and being a product of a bad environment. And 1% are just fricking evil and cannot be helped.

What percentage of the people in the world would you estimate are decent, hardworking, law abiding people who want to live in a manner that respects others
Roughly 9%

It depends on how we're definiing law abiding as well. If we just talk about this country, almost everyone walking around has broken a law at some point in their life. Whether it be writing a bad check, jaywalking, underage drinking, driving while drunk, etc. Hell, I used to prepare tax returns at a CPA firm and the absolute worst abusers of trying to break tax law were the clergy.
I do think the vast majority of people in this country try be law-abiding citizens though. But I also think the vast majority of people in this country are selfish, self-serving assholes, myself included. That doesn't mean most people aren't capable of doing good deeds, because I think the vast majority are capable of that. But they're mostly only capable when it's convenient for them and doesn't interfere with their lives too much.

My opinion on this becomes more pessimistic with every passing day.

Think of that George Carlin quote (‘think how stupid the average person is, then realize that half the population is dumber than that person’, or something to that effect.
And now apply it to your questions

In Baton Rouge about 46%.

No idea- but not all parts of the world are equal. That goes for the people, as well.
So it's hard to look at it from a blanket perspective.

To be clear, you would have to define:
"Hardworking"
"Decent"
"Law Abiding"
"Respect of Others"
"Care for their children"
"Attempt"
Social norms and definitions are not transcendent across cultures. We see this vividly here in America.
To answer the questions, most people try to do the things you listed...but your version of try and their version of try I promise you are very different.
