Producing is 100X worse.
You do what you have to do to stop the children from being harmed. Stopping the abuse of the child is and has to be number one priority.
Give the voyeur the deal. Then watch him like a hawk. He is not going to stop downloading. You will get another run at him.
Safety of the children involved in the production MUST be first and foremost.

Walk, no, reduced sentence, yes. I'd make sure everyone in there with them knew why he was in, though. At that point, you've lived up to the letter of the bargain, and what happens is beyond your control.

I know how the system works an all the bullshite, but I would have a serious problem letting someone I know who looks at kiddie porn go (because if that's what turns him on then his actions are only inevitable).
In an ideal world you make a deal with him then try to catch him on a sting operation down the road.

Let him walk? Hell no. There’s only one type of person who will watch kiddy porn and that’s a pedo. Last guy I represented on a child porn rap, we had no defenses to raise so he was offered minimum of 10 years and went on and took his medicine. He pleaded guilty and was generously allowed by judge to come back for sentencing and to turn self in to bailiffs and check into jail. I noticed a text from him round about the time he was supposed to be in court, text said “sorry this has to be you, you did a good job for me, but I’m not the type to make it in prison. Please help with my father if you can.”
