If you read all the comments, they're implying that the Government pumped all 10 trillion gallons of water that flooded half the state of Louisiana through a few of these hoses, so that all the people that they don't want in Louisiana, who don't have money to rebuild, would move.
I guess they forgot to look up when all that water was coming down.

That is a cam lock hose that was most likely used with a diaphragm pump to clear out the storm drain
