It seems this is only for the inner city schools, doesn't include the county system. The inner city in SF (like many other cities) lacks a middle class. You are either rich or you are dirt poor living in a project. I suspect the whites and asians probably aren't living in the projects in downtown SF. I would bet many of the black and latinos are. Therefore, their scores are going to suck big time. I'm not sure why they even measure it by race, measure it by household income to see the real picture. Measuring by race basically stokes racism by both the right and the left. The left will make it about white privilege, the right will make it about black culture no father shite, or worse.

1. Of the 16% that were ready for high school, only 25% of those end up being ready for college.
Or
2. More are accepted into college because of ridiculously slanted incentives that overwhelmingly favor blacks

Remember, that for this statistics, Asian-Indians, who in general have learned the Queen's English, are included in this group and most of the other groups are multi-generational Americans. Furthermore, as a culture, Asian citizens put a strong family emphasis on education. All cultures should learn from their example.
Looking at the numbers, there seems to be a strong correlation with chronically absent and not being as prepared in relative terms. Which is also believable that if you are not in school, you are not learning.
