They doesn't only imply plurality.
It implies plurality OR an unspecified person.
For example...
Coworker A: The bathroom door has been locked for half an hour..
Coworker B: I don't know who went in there, but they must be dropping the mother of all bombs.
Wife: Who was that on the phone?
Husband: Some telemarketer, they were selling extended warranties.
Who honked at me in traffic? I'm not sure, but they can go frick themselves.
That's not saying that Sam Smith isn't a total fricking nutjob, but they isn't necessarily grammatically incorrect.

Yes, but in this instance we know who "they" is.
Example: Myself, you, and Sam are having a conversation.
I would not say (in response to a question asked by Sam) that "They thinks you are crazy." I would say, "He thinks you are crazy."
