Sometimes I wonder about this. If you place some tight restrictions on what you will or won't do, then certainly it applies. But when you lessen those restrictions, things change a bit. For example, lots of people hated Saddam. But he ruled harshly and kept things in check because of that. At a certain point, it's not worth it for people to continue fighting back.

Putin may win this thing. Right now it's WP. It won't be long before he trots out the thermobaric munitions. Those are uglier. If you're in a structure and WP rains down, it catches fire and you may be able to just run away from it. Thermobaric inside a structure doesn't depend on shrapnel or blast wave, the fuel-air explosive creates massive pressure differentials that you can't easily 'shield' yourself from.

Putin may be able to force civilians to start killing or outing ISIS, making ISIS less dangerous to their survival than he is. Brutal, but can be effective.

Personally I wish they would use white phosphorus, high explosive and napalm.

I'm no fan of Putin, and certainly no fan of chemical weapons, but I'm pretty much OK with anyone doing anything to ISIS. Poison gas, biological weapons, torture and whatever else the human mind can conceive are perfectly acceptable to use against those animals.

War crimes? You talking about the isolated instances of prisoner mistreatment and various ordinary crimes committed by soldiers? Isn't there a difference between "war crimes" and ordinary crimes or human rights violations?
