Key word. You're talking about an ideal world. This simply isn't the case, and not being aware of the situation and the circumstances is stupid.

You can't just be in an area like that at 12:30 and think "I'll be safe because it's America and I should be safe."

I live on a good area and I probably wouldn't even walk outside our gates at 1AM. Been 3 reports of late night robberies outside the gates the last few weeks.

And you could be charged with manslaughter. There was a case in my home town where guy pulled a gun at a bar. A person at the bar went out to his car got his gun and went back into the bar. He killed the guy that had the gun. He did 20 years for manslaughter at Cottonport. He tried to claim self defense but the DA proved since he retreated to his car the threat was gone.

You can think what you want but the law clearly states the threat has to be imminent. Your giving opinions with No legal basis.

America, where we go into defcon 4 over terrorist attacks and school shootings when whole swaths of our cities are uninhabitable or war zones at night.

Yep. Look at the reactions to those events, "we have to do something".

Yet, there are whole swaths of cities or hell, cities themselves where it is common knowledge that being out after dark is dangerous. Just look at the advice New Orleans residents give to tourists,

"Don't be downtown after x time"
"Stay in groups"
"Don't go on side streets"

Does that not strike anyone else as third world in nature? And we just accept that with none of these calls to action.
