I do whatever NOLA cops in the quarter during Mardi Gras in the early 2000s did.

My dad always said before I went out in Nola “whatever they say you respond yes sir and do it. If not they will beat you arse.”

They kept massive crowds under control very well.

Put in an immediate "stay at home" order out, and anyone that wants to play stupid gets the water tank and tear gas treatment til they're all passed out and subdued. If you're found or caught to break the stay at home order and taking part in the riot as far as being a nuisance or destruction of property you get the same convictions as the Jan 6th "insurrectionists"

LOTS of rubber bullets for belt fed automatic guns mounted on HumVees. Give warnings, then fire away until street clears.

Pay the public $.05 per rubber bullet collected/deposited/recycled at the nearest rubber bullet kiosk.
