I mean...it's a school lunch. The whole point of free/reduced lunches is to ensure that the child at least has one good meal a day(two if they offer breakfast).
I just don't see the big uproar over school lunches. Kids can concentrate and actually learn something if they aren't hungry during the day. Those poor kids some of you in this thread seem so quick to want to punish may actually thrive in school, value their education, and go on to become productive members of society.

Depriving a child of a reward for something they have no control over accomplishes the opposite of teaching personal responsibility and consequences for one's actions. It teaches the child they will be judged by the action or inaction of others and that there is a class of people (in this case adults/parents) that don't have consequences for their actions.

We actually have an organization/program here called "Healthy Packs". My church raises a good bit of money for them every year.
Some of the teachers in our school district found out that while some of their students got free/reduced lunch at school each day...on the weekends these kids weren't always getting enough to eat.
Healthy Packs puts together a small bag of food that is placed in the child's backpack on Friday while they are at recess(so other kids don't see).

that is not what this is about though, poor kids are already getting free lunches, stop moving the goalpost.
Not one single person in this thread has advocated cutting out free or reduced cost meals for poor kids, these arrears are 100% going to be snack/drinks for middle class kids whos parents are CHOOSING not to pay the bill.
