That is horrible. We are talking about elementary school kids. They have no control over cafeteria payments. I undestand that schools need money for their meal programs, but you don't shame kids. Here in Seattle there are regular drives to raise money for school kids to pay off their cafeteria bills and I am happy to contribute. Kids deserve better.

If you go the property tax route, you can easily add an exemption for people who don’t have kids.

Fine. So exempt everyone who doesn’t have a kid in the public school system.
Or issue tickets/citations.
Or retain a collections agency.
Like I said, lots of ways to solution this other than doing crappy things to kids.

A lot of schools have special weeks, and you can dress up but you have to pay to dress up ($2 day)

No, because a good public school system is is everyone's best interest. I am no fan of private schools, but parents should have the option of educating their kids as they see fit. Just don't reduce public school funding.
