Refugees - which ones to pick?(possible nsfw)

If you were the Mayor of your city, and you were forced to take 3500 refugees in and given the choice of picking where your refugees came from (only 3rd world countries for the pick), which country would you pick and why? You can also split your picks into multiple countries.
Also, in real life, why aren’t cities allowed to pick?

Gurkhas are fricking scary when they're fighting with you. They're terrifying if they aren't.

I worked for a company that had a plant in Iowa that started employing displaced Bosnians in the early 2000's. They were hard working people who had been farmers in their old homes. Once we got over the language barrier, their productivity and quality were significantly better than their American co-workers. I'd take 3500 of them in a freaking heartbeat. They were awesome.
