Sure, they can perform CPR, but ask them to drive you home from the bar and suddenly they forget how to do things...

There's also the likelihood that Rover's survival instincts would kick in and realize you'll end up being a food source, so I doubt he's really sweating things as much as we'd all like to think.

Also, there’s a good chance a human taught him how to perform CPR. That same person probably expresses his anal glands. Dogs don’t like to bring that up.
