Real talk: why are we taxpayers paying River Pilot salaries?

Shouldn't they be paid by the companies using their services?
I mean, they describe themselves as independent contractors and not state employees.
And there is a pay raise freeze happening right now for state employees.
So what are they? Independent contractors who need to negotiate with the companies they service, or state employees who are under a pay freeze?

If they’re state employees then technically they’re a state assert to attract business via service to our ports.

Our government bails its citizens out regardless of how stupid or irresponsible they are. Hell, they give out money just to give out money. They’re about to send me a second check for $1200 that I didn’t ask for and don’t even need. None of that has anything to do with capitalism.
