Streets in Washington DC which are named by numbers or letters are so named in ascending order emanating outward from the Capitol, eastward and westward for numbered streets, northward and southward for lettered streets. After the letters A through Z (excluding J) are used up, streets are given one-syllable names that start with each letter in order. When one-syllable names from A through Z are used up, the progression repeats with two-syllable names, then three-syllable names.

Caveat: This only applies to the basic grid streets, and there are many streets and avenues that cut across the grid or fill in between grid streets that do not follow this naming pattern.

And just to be clear, you're stating that as fact is incorrect. No one knows for certain why it evolved into Ivy. There are multiple theories.

I never looked into it, but just always assumed it was because all the schools in it were very old and probably had a lot of ivy-covered buildings.
