A trap is just a trap. You can use it to remove the animal to another location. Or you give it a quick death if culling pest animals.
A raccoon in a boat that you managed to get out into the open water with then forcing it over the side is neither. It's drunken bloodsport.

How were they supposed to kill it?
If they happened to have a gun, shooting at a raccoon in your boat miles offshore is pretty much the dumbest thing you can do, unless you want to sink and die yourself.
Trying to grab it and...strangle it? Garrote it with fishing line? Punch it to death?
Yeah that’s going to get you mangled.
What they did was yell at it, and then it jumped off the boat...so your plan then is to try and stab it to death with a hook? BecUse that sounds REAL humane.
Face it, the situation sucked but there wasn’t much else to do. Once it escaped from its hiding place that was the pretty much the inevitable outcome.
