$13/hr to $21/hr is not bad at all. Plus you'll save money on gas having a company truck.
After your 1 year evaluation you can be looking at $50k a year I would assume.

Would've thought those jobs start at like $17 and go up to $30 or something like that.

Why wait that long? He is essentially a project manager for a flooring company.
OP, here's what you do.
1. Take the client/potential client to lunch.
2. Shoot straight with them. Say look man, whatever the other guy bid I'll do it for $100 less.
3. Tell the owner of your company that you won the job at $1000 less
4. Embezzle the $900 for yourself.
It's a win win scenario for you and the client. He'll go tell all his buddies that you're a straight shooter and they'll all hire you for their floors.
Soon you'll be embezzling more each week than your actual paycheck.
When the owner of the flooring company eventually catches you, you'll hold too many clients personally because of your straight shooting, and he won't be able to fire you.
Then you can demand that he make up the difference in a raise as a performance bonus and you'll stop the embezzling.
ETA: I just saw where you said you are the purchaser also. Dude you hit the jackpot with this one.
Go ahead and start calling all of the vendors. Put it out there that if they want your business you're going to need 10% of every order you place off the top kicked back to you personally.

Man there are some pretentious dicks on this site.
One of the happiest and most talented guys I know makes about $35k a year as a fab shop helper at 50 years old. He makes enough for him and his wife, leaves at 3pm 4days a week and noon on fridays. No stress, no responsibility, no direct reports. Just comes in, burns some rods, cuts some steel, and goes home. I make wayyyyyy more money than him and I'm jealous as hell.
