Apparently you don't get it at all. That's what happened. The initial plan was for a local school. City council told us, you can't have a school because you're not a part of BR proper. So in order to get a better school we first have to be either incorporated into BR proper which BR doesn't want, or form our own city and let the democrats continue the current trend of failure.

It will give the citizens a say. We get it Russians. You were leading the fight against SG last year on here. You even sided with Delgado when he called us terrorists. You're a hack.

It was the state legislature.

St. George just wanted a school district - SEBR School District - because EBR is awful and incompently run. EBR opposed this, obviously, because a significant portion of its tax base lives in this area. The state legislature declined the measure but noted that incorporating would give the school district a better chance. That's when the organizers began the petition process.

I feel for the people in St. George. They pay a lot in local taxes and get very, very little in return. And, when they tried to capture more self-control, the powers that be basically argued that they needed to keep funding the broken system.

Also correct. Note the "give the school district a better chance."

SG supporters on here have claimed repeatedly that the legislature assured the SG organizers that if they incorporated their own city, the legislature would approve the ISD. That's simply not true.

It will take a 2/3 approval vote by both houses of the legislature to put the ISD initiative on a statewide ballot for voters to approve by majority vote. The initiative would also have to pass within the city of SG, which it would, and also by the voters within the EBR school district, which it won't.

Hence, my second post in this thread, "won't happen."

You are wrong about who gets to vote on it.

If the house and senate approves the possibility of the area getting school district on the election ballot the whole state has to vote on it. Not just the parish but the whole state. If this happens just like Central's district most people across this state will vote, yes. Again, if you go outside BR people in this state hate the BR establishment.

See my post on the previous page (with link)--the amendment to create a new school district has to be passed by both the state AND the parish (minus Zachary, Central, & Baker). It could be passed by the state but still fail within the parish, which means it would not be created. (This is after it gets 2/3 majority vote in both houses of the legislature.)

From another article discussing amendments up for vote in 2006, when Central formed its own ISD LINK (scroll down to point #8 for info on the Central ISD amendment):

You seem to forget the process Central had to take to get their own district.

After it was approved by the house and senate it was put on a statewide ballot. The whole state voted on the City of Central breaking away from the EBRPSS and starting their own ISD. Again, it easily passed.

The whole state also voted on Zachary and Baker breaking away from the EBRPSS.

I feel like I'm arguing with a brain damaged person.

When the Central school district was voted on it required approval by (1) the voters within Central, (2) statewide AND (3) within the EBR school district. If any of those entities don't approve the initiative, it fails.

Here is a quote from The Advocate explaining the ISD formation process.

Don't even pay police to go in there. They bitch about police so much, yet call them with a quickness when something bad happens. Let them have a community without police and maybe then, they'll learn to respect the people who fight to save the very lives their own community doesn't value.

You have some things that aren't correct. The initial plan was for an ISD, but they couldn't get the necessary votes (I believe 2/3s but Russian can correct me if I'm wrong) in the Legislature to create the ISD and put it on the ballot.

The SG leaders were advised by several key legislators (I believe Broome was one of them) that they needed to become a city before coming back to the Legislature for another try.

Since then the goal has been to form a city. You can do that without legislative approval. But this is important, there is no guarantee that once you become a city that you would get an ISD.

I am for an ISD. I was lukewarm about having our own city, and said so; but since city hall was successful in defeating the petition drive by playing political hardball, look what has happened.

The promise Supt. Drake brought was just that empty promises. District scores fell as neighboring districts had their scores improve.

SWB was elected, and she and her advisers effectively thumbed their noses at me and my neighbors. She has brought turmoil to the parish by siding with protesters against the cops. She sat and watched the COA abuse their charter and has done nothing to protect the people. And to top it all off she has proven to be incompetent with her handling of her CAO.

This city thing is serious business. They will play hardball again. You could get your city and not get an ISD. It's all about power and money, and the kids are just pawns.

The Council On Aging thing should tell you all you need to know. First how could this band get such a big tax on the ballot with no opposition? Look what they are about? Buying bingo halls, paying an executive over 100K a year and robbing the estate of an elderly lady are all part of their agenda. And you can see who protects them. Many come from well connected political families and that's how they got 8 million a year from we the taxpayers.

Won't matter to me anyway. I live about 700 yds inside of the BR city limit. Guess I'll continue to pay 10k per year for private school for my little girl.

You can thank the metro council, which will still have legislative oversight of SG for parish services like COA, for not having the balls to vote on it during an election year. Because anyone that voted no would have their opponent sending out a mailer saying they want old people to die.

Going through the motions of establishing SG because Broome was elected is stupid. Just vote her out in 3.5 years. She only won by ~3,500 votes and isn't doing anything to sway the moderate voter that elected her over Bodi.

I still think getting legislative overhaul of the ISD's would be the best move. Throw some money at lobbyists, get those on the fence about this to show them they can establish ISD's in their own districts and push it that way.
