I like it although I don't think it will solve all of the problems.

It provides a bypass east and west.
It allows people of central or Zachary that work south of Baton Rouge or on the otherside of the river to bypass central Baton Rouge.

If the public private partnership can work at a reasonable ratio of cost to the city/state then I think it makes sense.

Actually that's the best plan that I've seen so far for BR.

I'm assuming that feeder roads adjacent to the freeway won't be tolled?

probably, yes. but i still think fixing the bottleneck at the split will do more.
The interstate needs frontage roads in town before and after the split, too. The Washington Street and Perkins Overpass crowds are going to be mad, but it needs to happen.

And more options. If we just had more options.

I realize that, but north BR is not where the people live or where the people are trying to get.

You don't make a loop to bring people where they want to go in the city. You do it to allow non BR people a route around BR traffic. Clear them out of the city and that helps flow on the interstate.

It seems like it would make sense to go south of the city but you don't want to connect I10 to I10 because I12 is the real long distance route needed to be connected with a loop. This isn't to get people going to Nola faster... It's to get 18 wheelers out of our city that are going cross country.

The loop should be south of I-10, not north. Who wants a 23 mile loop running north of BR?

People won don't want to sit in traffic next time some a-hole in a big rig shuts down I-10.

As said early, I-12 is route of choice for long distance travelers. I-12 is basically New Orleans's bypass.

Looking at that I would think making an 1-12 loop and an 1-10 loop and having that as the 1-12 loop would be acceptable although you would have to completely revamp the Airine/i-12 interchange. But it still assures that 1-10 will be a shite show. The solution there is to bypass both bridges and building a connection from 1-10 west of port Allen to a new bridge south of Baton Rouge.

IMHO.

A tollway with free one-way frontage roads (feeder roads) with adequate turnarounds would be the obvious answer.

I think there is plenty of right-of-way for this already.

Completing I-49 South in Lafayette to New Orleans would be better than a loop around Baton Rouge.

For New Orleans perhaps. Not for Baton Rouge.

It would take a huge part of the truck traffic out of BR.

Or anywhere in Iberville Parish...

All of that plant traffic clogging up the bridge

Yeah but this is like $2 billion dollars cheaper than that idea.
