I would go buy the biggest outdoor speaker I could afford and play Metallica and AC/DC all day long.

Gather noise complaint evidence.
Download a decibel meter app or buy one.
Record it with time stamps. Keep calling the cops.
Find out what your noise ordinance states and follow it to file a complaint.
Keep the pressure up and do not relent.
Also, drive to Mississippi, cut some kudzu vines to plant around his house. After while, you will no longer see the structure.
While you are away, crank up the volume to 11 and play on repeat, the 1812 Overture by Tchaikovsky, commemorating Russia's successful defense of the French invasion of the country by Napoleon in 1812.
Alternate with Ravel’s Bolero.
Plus use rye grass to draw in his front yard, “PEDOFILE”

Have you tried blaring music he might hate? If Paramore is his thing, maybe Conway Twitty, Oak Ridge Boys? Maybe one song on repeat…

My brother had a problem with rats in the attic in his renthouse. They would scurry around the rafters at night while he tried to sleep. He placed a bright light and a loud radio in the attic and blasted it all day so the rats couldn't sleep during the day. Not sure if it worked, but you could try this and see if you could change your neighbors sleep patterns.

Probably need to move, calling the cops and him eventually getting in some kind of trouble is going to only galvanize him into hating you more
